Fiscal Reps Limited (‘FiscalReps’) is Europe’s leading tax consultancy specialising in Insurance Premium Tax (‘IPT’) and parafiscal tax compliance services.
Our clients include many of the major global insurance companies and Fortune 500-owned captive insurers, as well as medium sized and niche insurers across the world.
We offer a unique clearing house service for IPT payments in the European Union, providing clients with an outsourced end-to-end solution for the management of their EU IPT liabilities. Our service offers a cost-effective and easily managed alternative to building specialist administrative resources in-house. Instead of managing multiple relationships with tax authorities and fiscal representatives, our clients have just one point of contact for all their premium tax issues.
taxbox is a unique new software application originally developed by FiscalReps for our own use. It automates many of the calculations and routine tasks involved in IPT compliance, delivering assured compliance together with significant administrative time and cost savings. Now, insurers and captives are also able to use taxbox themselves, accessing the system as a hosted application to bring a new level of clarity and control to their IPT compliance programmes.
Through taxbox, FiscalReps is extending its capabilities beyond the EU to offer compliance solutions for IPT and parafiscal taxes payable in North America and the Rest of the World.

Mike Stalley Founder & Chief Executive Officer
Mike Stalley, a chartered accountant, founded FiscalReps in 2003 after encountering first hand the challenges of achieving IPT compliance in the EU. He previously worked at leading global broker Jardine Lloyd Thompson and subsequently at specialist international Lloyd's broker Paragon International, where he served as finance director. Mike began his career with Coopers & Lybrand as an insurance sector specialist in the UK and Bermuda.

Jayne-Ann CoombeTechnical Director
Jayne-Ann Coombe has 20 years’ experience of insurance and financial services. At Wellington Underwriting, she oversaw data preparation and analysis for Syndicate 2020, supervised the introduction of London Market Processing and advised the Lloyd’s committee on Contract Certainty. Previously, she was for ten years a reinsurance data analyst for Willis and began her career in banking. Jayne-Ann oversees all aspects of FiscalReps’ client service, ensuring that IPT compliance is delivered in a smooth, timely and responsive manner.

Chris JelleyIT Director
Dr Chris Jelley (MEng, EngD, MBCS) has over 20 years' experience of software development and IT strategy, implementation and training. He holds a Master's Degree in Mechanical and Manufacturing Systems Engineering and a Doctorate in Advanced Computational Methods. As well as ensuring FiscalReps has a robust IT infrastructure and IT strategy, Chris is also currently leading the implementation of FiscalReps ISO27001 information security management system.

Chris JamesSales & Marketing Director
Chris James joined FiscalReps from DHL, where he held various sales and marketing positions over a six year period, ultimately serving as Head of Key Account Development for DHL Express UK. He previously held management positions with organisations including Bizerba (UK) Ltd, Staples (UK) Ltd and Vale Freightliner Ltd. He brings a highly customer-centric focus to FiscalReps activities, which ensures that the current and emerging needs of our clients are fully understood and acted upon.
